At the place I work, we can't republish our own old stuff online because old contracts didn't account for the internet. Because it wasn't spelled out, we can't do it without the possibility of legal issues. It's frustrating to be sitting on old content that you SHOULD be able to use but can't because the technology used to disseminate it didn't exist when the content was created. I don't doubt that's also the case for the SEC Network.
Same thing also affects Netflix and other streaming services. A show like Scrubs has a lot of the original soundtrack replaced because the original contracts for the music didn't include streaming. Streaming didn't exist then, but it's now a huge potential revenue stream. In that case, I believe Netflix and/or the studios just chose to use cheap replacements instead of renegotiating contracts so they can keep more of the money.
