any RESIDENT of that state free of charge whether in that state legally or illegally. There is not a 'sliding scale of free' based on income or ability to pay. It is free. The child is not denied the public education even if the parent hasn't paid a premium or any taxes. There is no deductible... it is FREE OF CHARGE!

That is not the case with health insurance.
