With respect to the conversation Comey's memo references, Trump didn't actually obstruct the investigation, he merely attempted to. The "crime" wasn't committed because Comey didn't allow it to happen, thus he had no obligation to report the conversation.

Trump may not have crossed a legal threshold for prosecution, but he could definitely be in the realm of being considered unfit for the presidency. Legal crimes versus basis for impeachment are two different discussions. The threshold for impeachment is much lower - one doesn't have to actually be guilty of a crime to be impeached.
