22.6 million of them are not citizens.... 11.2 million non citizens are are legal immigrants, while 11.4 million of those are illegal immigrants.
6.4% of all non-citizen immigrants in the US voted in the 2008 election. If we limit that to only LEGAL immigrants, (and extend the 6.4% into the 2016 election) that would mean 716,800 voted.... If we include the illegals in that number, that would mean 1,414,000 non-citizens voted.
That number will increase when we also add in convicted felons on parole who voted (in error or otherwise)
