there is no way to prove it.

Outlaw asking for ID, then you cannot prove any illegal votes were cast.

Refuse to allow voter rolls to be compared to those of registered aliens.

Don't ask for proof of citizenship when registering voters and do not check before processing them.

All of these make it impossible to prove that there is any voter fraud happening. You will even have libs laugh at the suggestion that more votes than voters is proof of fraud. There is always some other possible reason and if you refuse to investigate you will never know for sure, right?
