You know it is not quite that simple. Let's see how the brothers to the North get it done, follow that model. That would be a thought.

Otherwise, I don't use the highways so I don't want to pay to allow others to use them. I also don't eat in restaurants, so I don't want subsidize rest food safety. I don't go downtown, don't need the cops so much, so I want out of that coverage.
