Yes, there is risk. That's what insurance companies do--deal with risk.

Unfortunately Obamacare took a BUNCH of previously uninsured people who NEVER paid an insurance premium EVER and lumped them in with the people who had insurance for the long haul. The risk pool just got bigger thanks to many people who were previously uninsurable.
