A study guide is free on-line.

License is good for 10 years.

Equipment costs are minimal anymore unless you go for the HF radios operating from 2-30 MHz for ultra long distant communications.

And a lot of the "metro area" repeaters are connected to the internet so if you want to talk to someone in another city, you can do it via a PC and software.
