The shrimper has costs involved with shrimping and labor is but one of them. Increasing the cost of that input may mean that shrimping is no longer profitable for him, and raising the price to buyers to offset the labor cost may chase away buyers who either purchase less or purchase elsewhere.
The market has already settled on $17/hr as the labor rate, and you support chasing away labor and think it's just a matter of increasing the wages. It's shortsighted.
