That is not a strict prohibition against the President, as you let on. But even with that said, you are playing right into what I've been telling you all along. The reason that you believe that clause prohibits the President from spending money not authorized by Congress is because.......... The Constitution does NOT grant the authority for the President to appropriate money!!!
That is exactly what I've been telling you for years. The appropriate question is: Where does the Constitution grant the specific power?
