That is always the toughest call. Do you stop progress for the snail darter? Do you cease a pipeline for potential hazards? Do you get rid of effective pesticides like DDT just because they found it caused cancer? Do you remove regulations for polluting streams because it will allow for cheaper goods?
Like all things, balance must be reached. It isn't easy and I would say that the EPA had it right early on, but as they gained successes, they branched further and further into grey areas and are probably wrong on many levels.
That doesn't mean you get rid of everything, in my book, just those areas where there is over reach or common sense would indicate that cost benefit doesn't make sense
