clearly, it could be done when the market allows and facilitates. However, there is significant inertia to the transaction, which is why government mandate is about the only way to insure it's in the market.

Ethanol requires/mandates different seals in engines, for example. It's far, far from a perfect direct replacement, even at 10 percent concentration.
