help the little guy philosophy.
It is control of as much as possible of the individual's day to day lives, with a group of enlightened elites in control to "help" make your lives better.
There's always a new program, legislation or regulation that will be sold as for the betterment of the little guy at the expense of someone else, while never mentioning the elite get to control the mechanics of all the levers of power of the state.
