if you were previously seeing 3 people a day and now you're seeing 1. However, if the problem were that small, I doubt we'd need the Border Patrol agents.
I'm not doubting that it may be down and having an effect. I'm laughing at the "certainty" of a specific percentage when everyone freely admits that we don't even know what the starting point was.
