The President is the Commander in Chief of the military.
Congress can declare War
The document is silent on use of military force when war is not declared by Congress.
US history shows that the President has conducted military operations without a Declaration of Was thousands of times. IT STARTED WITH GEORGE WASHINGTON!!!!
In 1787, George Washington committed US military to fight Native American tribes in "The Northwest Indian War (1785–1795)" US military forces under Generals Josiah Harmar and Arthur St. Clair were badly beaten by Indian Tribes and Washington sent General "Mad" Anthony Wayne to defeat them. He led his men to a decisive victory at the Battle of Fallen Timbers in 1794. The defeated tribes were forced to cede extensive territory, including much of present-day Ohio, in the Treaty of Greenville in 1795.
This was done without Congressional approval or a Declaration of War.
Tell me again what the intent of the document was with the FIRST President of the UNited States, please.
