Pork spending. The military says it doesn't need a base or doesn't need another aircraft, but some Senator from a district that houses a base or that has a factory for certain parts, insists on a spending bill that benefits his/her district.

The line item veto was a solution but it violated the Constitution. What is needed is stronger leadership to not permit pork spending. But that won't happen.
