His two older brothers went to and excelled on the football field at Vianney and then Bradley and his younger twin brothers went to Chaminade. His mom put a lot of value on her sons going to private high school.
And then Jayson and his mother were close to the Beal family, so with him speaking so highly of Chaminade they followed suit. Tatum was kind of the next prodigy in line after Bradley, so why not replicate what worked for him and he did that working out with Drew Hanlen and attending Chaminade.
As far as the recruiting question, private schools in essence have to attract candidates to their school, so there is always some level of "recruiting" going on. And while Chaminade offers a good deal of financial aid, they are not handing out athletic scholarships.
