Step 1: Repeal Obamacare in total with an effective date of Jan 1 2018. This will allow either the states or US Congress to devise a replacement if they so desire.
Step 2: Determine if a Federal 'Replace' bill is needed.
If not, send it straight to the states to do a 'Replace'. Go to Step 5.
If yes, go to Step 3.
Step 3: Create a 'Replace' Bill.
Step 4: Start cleaning your desks and looking for a job because you will be voted out of office.
Step 5: Get on with the actual business of governing the nation and pat yourselves on the back for reading and understanding the 10th Amendment.
