As people are uninsured, and they arrive at the ER, they place strain on the ER to remain profitable. One answer is to close the ER. Another is to deny services to the uninsured, which caregivers are generally reluctant to do. A third option is to expand Medicaid coverage to those without insurance, which several states have refused to do.
