starting with the salaries of all Department Heads and folks making above a certain level. If the salary's not competitive enough for you to stay in government, fine, go back to private life. Otherwise, suck it up and deal with it, the way any struggling company executive would have to. I realize that's a blip, but you have to start somewhere and that might be my starting point.
