Trump proposes a budget. Even that is somewhat unclear exactly what he wants cut and what hes increasing.
House Senate will have defenders of the "cuts"- most all of the "cuts" will be uncut along with further increases to the military/spying apperatus.
In the end billions upon billions of additional spending. Trump somehow looks good in clueless republigistian eyes
