for Medicare and some other minor programs.
The problem ain't with the government. The ACA isn't great (how could anything espoused by the Heritage Foundation be great), but it's better than the previous system.
As soon as (if) the GOP figures out that the ACA is actually the most reasonable right-wing HC "fix" that exists out there, they'll settle down and tweak it.
