That's not a dodge in any sense. Your topic is about a skills based immigration system and how it should follow the law. Your original post never mentioned unskilled labor until now.
Since you've now changed to unskilled, I will say this : a visa program for unskilled laborers already exists too. It's called the H2B, and people who get those visas have also 'followed the law'. Those are temporary visas.
If you're not getting the point, I'll state it more succinctly: Trump doesn't have any idea what visa programs there are or how they work, what he's sugggesting already exists, and he's actively looking to curtail all visa programs, period, and is counter to what you suggested in your OP.
