are doing exactly that: following immigration law. They apply for the visas and USCIS either grants or denies them. That's the legal process.
However, Trump isn't suggesting what you think he has. He's looking at curtailing visas for skilled workers. In other words, Trump is looking to do the exact opposite of what the author and you think he should do.
