such as the tenth amendment does, it is logical and more efficient to say it doesn't mean that, and think it means something else?
For example, it is logical and efficient to think, "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." means the federal gvmt DOES have powers not delegated to it and that they are not reserved for the States and people?
