Yes. And so do the persons you call immigrants. These amendments are restrictions on the powers of the federal govt against people.
The analogy that you are looking for would look something like this:
Let's say Congress passed a national curfew for all children to be home by 10 p.m. Regardless of whether you think this is a good idea and regardless of what loose references to the constitution you can raise (i.e. "general welfare" and "interstate commerce"), this would not be a constitutional law, as the constitution grants no power to the federal govt to restrict and limit children.
