Trump is governing like he runs a business

The two aren't compatible. His personal interests don't necessarily align with national interests. Governing requires a process. He has no process. He runs a cult of personalities and pits them against each other, creating a culture of backstabbing and whistle blowing. He is paranoid and his people are paranoid. It is a dysfunctional and cannibalistic stew of dysfunction and cannibalism.
