He doesn't. He really can't very well. Has the attention span of a moth. Some guys on his staff said - hey here is something we can do - use this thing Obama did.
Then they put it together in such a sloppy fashion that it now will be tied up in the courts.
Decision by the 9th was that you can't ban green cards and citizens. It was sloppy. They are guilty of that.
