I am so sick of responding to you people. Education has always been guided by the needs of the economy. Local state or national. That is why a common core was put in. However there is a lot of state control and there responsibility to implement it. Here lies the problem The states can add to or take away strategies. Most local districts are afraid of being fined by the state government or being sued by a teacher or parent. So they do nothing and when they do it is always a stupid arbitrary reaction.
