It's how he "announced" his ban plan to his advisors. His advisors formulated a legal way to ban potential terrorists from entering. So it never was a "muslim ban." "Announce" seems more like a poor choice of words on Giuliani's part. "Propose" would have been more accurate. The advisors did their job and made a legal, workable plan. That's why presidents have advisors.
