except the kid getting bullied is often being bullied by the class en masse because he or she is a weird kid or has other issues, so it's hard to organize enough of a lynch mob to put the beat down on the offending kid.

That typically weighs in favor of saving up your milk money until you can hire a bigger bully to put the lead pipe to the knees of the originally bully.
