general rule adults are very bad at stopping bullying. It usually just changes form to something harder for us to see.
Until a kid learns to stand up the bullying will usually continue in one form or another. Once a kid stands up to them most bullies will move on to easier prey. It does not end the bullying but it makes that kid's life more tolerable.
