I was talking with a retired FBI agent a year ago. Being retired, he can carry under HB 218 but that law on the books for former law enforcemnt means he would have to qualify yearly (no big deal) but could only carry the gun he qualifies with. With a CCW permit he can carry any gun he wants.
Except Illinois, which has more stringent CCW permit rules and has no reciprocity with KS or MO or just about any other state.
When a CCW holder from another state drives through Illinois they have to secure their weapon in the trunk unloaded.
He normally carries under his CCW permit but when he passes through Illinois he uses his HB 218 authority to carry the appropriate weapon.
At least he has that option. A citizen doesn't.
