The Red Cross wouldn't likely be involved because they often provide immediate assistance and not necessarily transport. There is the USRAP program, which is a public/private partnership to include 9-10 non-profits or NGOs to resettle refugees in the United States. Those groups get involved once refugees reach US soil.
