I don't think there is a global push to move Syrian refugees to Western countries.
It has been tradition and history that the first world countries take in refugees from third world countries that are at various states of emergency, mainly due to war, and people have been displaced. Over the last 50 years or more, we have taken in refugees form a variety of countries around the world
