isn't implementing a ban on muslims as potus.
I think that's where you seem to be tripping yourself up.
one is rhetoric, and dumb rhetoric, the other is policy which is constitutional and reflects what he should have said during the campaign, but he said a lot of dumb things then and less as time has gone on.

Hence, it isn't a Muslim ban.
