fatal flaw.
The real issue is that the governments issuing those pensions have simply failed to fund their end of them.
The workers are not allowed to defer their payments into those systems, why is the government? The first step is to require that all public pension systems be fully funded from this point forward. Once this has been done we can then evaluate those systems to determine what further actions are needed to make them self sufficient.
