Most are so underfunded, that they will default, CA can't afford to fill in the gap, so they will demand feds fill up the difference.
Why? for fairness, and because feds haven't defaulted yet.
dems are simply playing the game of spend, spend, spend, until the credit cards no longer work.
In less than 15 years, our govt will default and all of the glorious spending will be over.
