The point is there is a group of people who always break the law for their own reasons, and that is why they are in jail. Is it more in the US than other places, who knows. But having justice operate as a demographic rather than the individual cases would lead to the judicial system being a joke.
The US has a large government complex that is rather efficient at putting people in jail. Those who vote for large government have to understand this and deal with the consequences. Or vote in another direction.... But again they would have to get past the self serving interest they have in certain large government parties, and that is not going to happen anytime soon.
