Fences cost less, have posts for support and are generally made of wire, wood or steel.

Walls are permanent - requiring a foundation or footer to support the weight.

Fences were provided for in the 2006 act; err already have some fences - trump will build more fences and call them a wall. The alt-right will cheer (alt-facts); cnn will call it a fence and trump well accuse them of creating fake news.
