anything to do with landing an actual plane?

Senior and middle management spend most of their time generating paperwork to prove how indispensable their positions are.

let the senior staffers leave, promote the best of the middle managers to their spots and DO NOT replace those that are moved up.

The entire system will run just as effectively at a greatly reduced cost.
