Because that is my answer...the government a business. They have things to do. You need people to do those things. If people leave, and you don't replace them, then you don't get the job done.

Now if you want to say, no new positions, as they need to be re-justified, that is fine, but a different thing.

The better way to attack it is go through and determine what is needed, what is not, appropriate the correct budget, ad change staffing levels based on that.
