Carter laid the groundwork for the economy to turn around under Reagan by hiring Paul Volcker as Fed chair and getting inflation under control. All Reagan did was to drop interest rates once inflation had dropped and the economy got better, but Carter started that ball rolling, and the resulting recession from Volcker raising interest rates was what cost Carter the election.
