so he's actually more efficient than Geist (18% usage to 17.3%).

CVL's usage rate (11.5%) is so low that it likely inflates his rating to make it appear better than it actually is (which isn't good).

Walton, Phillips, Puryear, Barnett are all in the 21-24 category. Of those, the rating would be Walton-Phillips-Puryear-Barnett, in terms of efficiency.
