and waterboarding was not included.
In June 215, by a vote of 78 to 21, the Senate agreed on an amendment to the National Defense Authorization Act (NDAA) that limits the US government to interrogation and detention rules delineated in the US Army Field Manual.
It did nothing more... no declaration that waterboarding was torture.. in fact no mention of waterboarding in the legislation at all.... just a mention of what was allowed.
