Both are peer-reviewed but the standards of peer-review for Scientific Reports are that the study have scientific quality rather than that it have monumental impact.
The distinction is more about the significance of the findings than their validity or methods, however.
Open access doesn't mean it isn't peer-reviewed. It means it is easier to read and access the articles.
