should be handled at the lowest level possible, and closest to the citizens. That only those things that can't be handled well at the lower levels should be handled at higher levels of government.
eg. the Federal government should only have power over things like defense of the entire country, international treaties and commerce and maybe some national trade and commerce, but the power should be limited in scope and there should be adequate checks and balances in place for controlling that larger government.
As for anarchy, I think that can sound good in principle at first glance, but has problems in practice, not the least of which is that it is systemically unstable and will be replaced by something else in relatively short order... which is why we don't see anarchistic societies in the world, though that is undoubtedly the way societies originally started.
