protections it is afforded as a government bureaucracy.

Get rid of the unions, get rid of the bureaucratic protections for political appointees and hold them accountable for their failures. If someone is not doing their job fire them yesterday and get someone in there that can do the job.

When the DMV or IRS is incompetent it cost us a little extra time and money. When the VA is incompetent people die.
