to lead it. it was established with a congressional act and would require congress to eliminate it.
stop and frisk is legal. it's not a change in policy or law. it's been legal forever under Terry v Ohio which was a SC ruling in 1968. i get so sick of people thinking this is something new. every PD does it and has been doing it.
there is no blanket policy that allows it in every case. if there was it would be patently unconstitutional. every officer is familiar with Terry v Ohio and the elements needed to satisfy a legal stop.
