He wants to deport millions. He wants to make our military larger. he wants more law and order. He wants massive spending on infrastructure. he wants to repeal and REPLACE Obamacare.
Where has he offered to cut government?

Deporting people here illegally may be an ethical or moral conundrum for some folks, but enforcing US immigration law isn't an overreach, and if it keeps millions from being on the public dole in innumerable ways, it's a reduction of govt in the long run.
Making the military stronger may or may not imply larger budget. I'm watching this one. Trump wants NATO allies to pay their way and reduce US expenditures for global protection, basically.
"he wants more law and order" - well, i'm not sure the case you've made for expanding govt here. that's a vague notion.
repeal and replace - pretty sure he isn't planning to make a larger federal investment in health care.
